Why Does the “Out of Host Capacity” Error Occur?
Oracle Cloud allocates a fixed pool of hardware resources to free-tier accounts in each data center (Availability Domain). When demand spikes—especially in popular regions like Ashburn, Frankfurt, Mumbai, or London—the pool of unallocated ARM compute blades is temporarily depleted.
Whenever an existing user shuts down or terminates an instance, that slice of hardware goes back into the pool. If you try manually in the web console, the odds of clicking “Create” at the exact second a blade frees up are slim.

Strategy 4: Start with a Smaller Slice (e.g., 2 OCPU / 12 GB)
Instead of claiming the maximum 4 cores / 24 GB all at once:
- Launch an instance with 1 OCPU and 6 GB RAM (or 2 OCPU / 12 GB).
- Smaller flex allocations are vastly easier for Oracle’s hypervisor to schedule into fragmented host memory.
